The problem that first arose when the Prophet Muhammad died was a matter of khilafah / leadership, regarding who was suitable to replace his position as head of state. Islam does not provide a patent system of leadership and constitution for Muslims. This is not difficult to understand, because the system is not a guarantee that can realize the welfare and welfare of the people, other than as something that can relatively change in accordance with the times. While the goal of establishing the State is to realize prosperity. Therefore, who can guarantee the purpose of the State, in other words the realization of prosperity and prosperity or prosperity is the enactment of universal principles as taught by Islam, namely the principle of justice in law enforcement, the principle of trust in carrying out duties, responsibilities and professionalism. Indonesia is a country where the majority of its people are Muslim, so some groups consider the Caliphate suitable to be established in Indonesia. However, the discourse of the establishment of the Caliphate in Indonesia experienced many rejections from various parties, because the Khilafah system was considered not relevant to the current state of the Indonesian nation which consisted of various ethnicities and religions. This paper will explain the concept of khilafah and its controversy in Indonesia.
